Michael Joyce is a retired senior emergency management leader based in Tura Beach, NSW, with more than three decades of experience across bushfire operations, incident management, governance, compliance, and strategic planning. His career spans senior roles within the ACT Government, Commonwealth agencies, and private‑sector consulting, where he built a reputation for calm leadership, operational insight, and an ability to bring structure and clarity to complex, high‑pressure environments.
Throughout his emergency management career, Michael developed deep expertise in major bushfire response, AIIMS‑based incident management, inter‑agency coordination, and post‑incident analysis. He is widely regarded for his capability in designing and implementing operational systems, evaluating organisational performance, and leading multidisciplinary teams during critical incidents. His work in independent review, policy development, program evaluation, and strategic advisory roles has supported government and agency decision‑making at the highest levels.
After retiring from the ACT Rural Fire Service, Michael established his own consultancy, applying his governance, operational, and technical skills to support private companies navigating the documentation and compliance requirements of WHS legislation. He has played a key role in strengthening business systems, improving scheduling and workflow processes, and contributing to strategic planning and organisational development.
Michael also brings extensive experience with the Microsoft 365 suite, using these tools to produce high‑quality reports, presentations, and complex spreadsheets that support forward planning and informed decision‑making.
